Weatherization Crew Supervisor Trainee (Gettysburg/Dauphin County)

Job Summary: Assist as assigned with direct on-site supervision of weatherization crew assigned, including direction of crew members to obtain maximum production goals and work quality; enforcing program work rules, policies and standards and maintaining a constant awareness for the safety of the workers, customers and home. The Crew Supervisor Trainee is working toward promotion to Crew Supervisor when openings occur. 

Job Responsibilities:

  • Perform and assist with the supervision of crew members to perform weatherization tasks in a complete, timely, efficient and quality manner.  Such tasks include the installation of insulations, weather-stripping’s, sealants, glass, doors & windows and other carpentry repairs.  Use diagnostic testing equipment to determine air leakage rates and air quality guidelines and applicable treatments. Perform safety testing. Maintain required records on amounts of materials, time spent on a particular task, jobs left uncompleted and difficulties encountered on the job.  The Supervisor may see that some weatherization procedures has not been planned but is needed and should consult the Supervisor about it before leaving the home to avoid time consuming call backs.
  • Assist with Supervision and operation of assigned equipment and tools with regard to the safety of self and others.  Follow and adhere to Agency safety policies and procedures to insure the safety of self, fellow workers and the public.  Operate all assigned equipment and tools to minimize loss and damage of equipment.  Any loss or damage should be reported to the Supervisor immediately.
  • Protective safety equipment is provided and workers must utilize all such equipment as instructed and contained in the Agency policies and procedures.
  • Assist with enforce and adhere to the work rules, safety rules and personnel policies of the Program and the Agency.
  • Workers are expected to treat the customer and home with respect and courtesy at all times.  This includes such ordinary courtesies as being properly clad, avoiding profanity, not smoking in the customer’s home and leaving all areas at least as clean as they were on arrival.
  • Assist with complete vehicle mileage logs and perform preventative maintenance as required.  Alert Field Supervisor of needed vehicle repairs and maintenance.
  • Assist with supervision 1 to 3 employees in the weatherization crew.  Assist with supervisory responsibilities in accordance with SCCAP’s policies and procedures, weatherization standards, work rules and applicable laws and codes.  Responsibilities include training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
  • Other duties as assigned.

QUALIFICATON REQUIREMENTS: High school diploma or general education degree (GED) and two years’ experience in the building trades or combination of education, training and/or experience. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals and job orders.  Ability to write material usage reports and vehicle logs. Ability to calculate figures and amounts such as area, volume and perimeter.  Ability to add, subtract, multiply and divide all units of measure, using whole numbers, common fractions, and decimals and to draw and interpret line graphs.  Ability to accurately read a tape measure to 1/16 of an inch. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  Ability to problem solve to determine the most appropriate application or method based on existing conditions and standard practices.  Ability to accurately interpret testing results and appropriate treatments obtained from diagnostic equipment. A valid driver’s license is preferred. Pa Weatherization Worker, BPI and any other funding source certifications required.The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to stand; use hands to handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl.  The employee is regularly required to walk, see, talk and hear.  The employee is required to sit while traveling in vehicles. The employee must regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.While performing the duties of this job, the employee regularly works in outside weather conditions.  The employee frequently works near moving mechanical parts and is frequently exposed to dusts or airborne particles including fiberglass and cellulose insulation (respirator protection is provided and required).  The employee occasionally works in high, precarious places and is exposed to wet and/or humid conditions, cold, extreme heat, and risk of electrical shock.  The noise level in the work environment is usually moderate.

Assistant Fiscal Manager (Gettysburg Office)
South Central Community Action Programs (SCCAP) is looking to hire an Assistant Fiscal Manager to join our organization in our Adams County office.  The successful candidate will serve as a member of the Fiscal Team working closely with the Fiscal Manager; as well as the ability to work well with diverse service programs and personalities.
Essential Functions:

  • Assist in financial analyses of operations
  • Assist with payroll (100 + employees), posting, benefit processing, 1099 preparations, program allocations, deposits and bank reconciliations.
  • Contracting of general liability for agency, workers comp and PUC rates as well as working with vendors to ensure accuracy and best services and pricing.
  • Assist in the oversight of government contracting activities, administrative and risk management functions
  • Ensuring all financial records and systems are in accordance with Generally Accepted Accounting Principles (GAAP)
  • Maintain compliance with OMB circulars.
  • Preparing documentation for single audits and 990.
  • Preparing documentation for program fiscal monitoring.
  • Budgeting and Grant Funding Reporting
  • Assist in preparing Indirect Cost Rate Proposal
  • Supervising finance department in the absence of the Fiscal Manager

During training, this individual will participate in all aspects of the agency finances so they can obtain a well-rounded understanding of systems and processes.
A Bachelor’s degree in Finance and/or Accounting; non-profit finance and both governmental and grant funding experience; and two years of progressively responsible experience in finance administration is required.   Extensive experience (10+ years) in non-profit governmental and grant funded finance administration may be substituted for a degree.
Salary range $45,000 - $50,000, dependent on experience, plus benefits.
