FRANKLIN COUNTY HOUSING REHAB - CLOSING DECEMBER 31, 2011
The Franklin County Housing Rehabilitation Program provides home improvements for homeowners in order to bring their homes up to code.

HOMELESS ASSISTANCE PROGRAM (HAP)
The Homeless Assistance Program (HAP) assists families/individuals who need assistance with their rental payments based on eligibility guidelines.

The HAP Program is for homeless or near homeless individuals (as defined below) who can prove they are able to be self sufficient if they receive assistance for their current situation.

a. Homeless -
1.  live in a group shelter; domestic violence shelter, prison, mental health, drug or alcohol facility, hotel/motel paid for by public or charitable funds;
2.  are living in a "doubled up" arrangement with relatives/non relatives and that arrangement is in violation of the renter's lease;
3.  are living in a condemned building, or
4. are residing in a dangerous structure that presents life threatening conditions; e.g. no working plumbing.

b. Near-homeless - those with a landlord agreement and who have received a notice or warning that they are facing eviction.

Documentation Needed:
a.  Proof that you have lived in Franklin County for the past 6 months.
b.  Proof of income for the last 30 days (wages, Social Security, Unemployment Benefits, alimony, child support, pensions, dividends, interest, etc.)
c.  Copy of lease or rental agreement.
d.  Eviction notice (if requesting assistance for past due rent).
e.  Social Security Cards for everyone residing in the household.
f.  Photo ID for all adult household members.
g.  Current Utility bills.
h.  Proof that for the next 90 days you will be able to maintain your  rental situation if assistance is provided.
i.  Completed Common Application for Assistance.

Income eligibility is based on 150% of the Federal Poverty Guidelines.
